New York City Mayor Eric Adams has introduced significant enhancements to the CityFHEPS rental assistance program, allowing voucher holders to access permanent, affordable housing throughout New York State, beyond the City's limits. This expansion comes in response to the city's ongoing housing shortage and a record-high shelter population, offering flexibility to long-standing New Yorkers and creating space in shelters for newly arriving asylum seekers. These changes follow recent improvements that have already accelerated the transition of New Yorkers from shelters to permanent housing.

CityFHEPS is the nation's largest city-funded rental assistance program, offering individuals and families the chance to rent apartments at competitive market rates based on federal Section 8 Payment Standards. Payment standards will be adjusted to match local fair market rents, ensuring safe and habitable housing through inspections. Since 2014, it has supported nearly 150,000 New Yorkers in 63,000 households, with 30,000 households currently benefiting from the program.

While New York City received approval from the state to extend the CityFHEPS subsidy program statewide, it did not collaborate with the other 57 counties in the state. Some of these counties have expressed concerns about the expansion, particularly due to their own challenges related to housing shortages and affordability.
