CityFHEPS Inspection Tips for Landlords in NYC

A CityFHEPS inspection is an inspection conducted by NYC Department of Housing Preservation and Development (HPD) to ensure a rental unit meets minimum housing standards for CityFHEPS voucher holders. Here are some tips to help you pass your CityFHEPS inspection:

Preparation is Key:

  • Pre-Inspection Walkthrough: Have your broker conduct a pre-inspection walkthrough with you. This way, they can point out a lot of items that will need to be addressed before you have your actual inspection.
  • Review the Apartment Review Checklist: Familiarize yourself with the HPD guidelines outlining all the inspection points. You can find it here (along with additional helpful information): https://bit.ly/45URvuV 
  • Schedule the Inspection: Your broker can schedule the housing inspection for you and be in attendance as well. Depending on where the apartment is located in your home and what type of housing it is will determine whether an inspector from the NYC Department of Homeless Services or the tenant's housing specialist will conduct the inspection.

Ensure Basic Safety and Functionality:

  • Smoke and Carbon Monoxide Detectors: Make sure all smoke and carbon monoxide detectors are present, functional, and have fresh batteries. Test them yourself before the inspection.
  • Hot Water: Verify that hot water is working properly and reaches a minimum temperature of 120°F at all taps and does not exceed 128°F.
  • Electrical System: Ensure all outlets and switches are in good working order, and there are no exposed wires. Make sure that you have grounded outlets thoughout your home as well as GFCI outlets in areas near water and that they trip as well when tested. 
  • Plumbing: Check for leaks or drips under sinks, tubs, and toilets.


Maintain a Habitable Environment:

  • Cleanliness: Thoroughly clean the entire apartment, including floors, walls, and ceilings. Remove any trash or debris as well as any items that will not be transferring over to the tenant.
  • Pest Control: Address any existing pest issues and take preventative measures to avoid future problems.
  • Proper Ventilation: Ensure all windows can be opened and closed easily to provide adequate ventilation.
  • Locks and Doors: Verify that all doors, including the main entrance and apartment doors, have functioning locks for tenant safety.
  • Proper Lighting: Make sure all rooms have adequate lighting fixtures with working bulbs.

Additional Tips:

  • Address Outstanding Violations: Resolve any existing building code violations identified by previous inspections.
  • Make Minor Repairs: Fix any leaky faucets, loose doorknobs, or broken windows before the inspection.
  • Be Present During the Inspection: If possible, be present during the inspection to answer any questions the inspector may have.
  • Maintain Documentation: Keep copies of receipts for repairs, pest control services, and smoke detector batteries for your records.
