🚨 NYC Real Estate Update: CityFHEPS Landlord Unit-Hold Bonus Ends July 1, 2025

What’s Changing—and Why It Matters

New York City’s Department of Social Services (DSS) has announced that the CityFHEPS “landlord unit-hold incentive” will be discontinued as of July 1, 2025. This means landlords will no longer receive a month’s rent for holding an apartment while waiting for a tenant’s voucher application to process

 

Why Is This Happening?

  1. Faster Application Processing
    The Department of Social Services (DSS) reports that it now processes applications in about 21–24 days on average, thanks to new technology and better systems, which reduces the need for the 1-month unit hold.

  2. Rising Program Costs
    CityFHEPS spending jumped from $253 million in 2021 to $1.25 billion in 2025. Removing the unit-hold bonus helps lower overall costs. 

 

What You Should Know

  • Final Chance for Bonus: Leases starting on or before July 1, 2025 can still get the landlord bonus.

  • Deadline Alert: DHS case managers must submit application packets by June 20, 2025 to qualify.

 

The Bottom Line

CityFHEPS is ending the unit-hold incentive to help manage rising program costs, and because applications are now processed much faster. After July 1, 2025, the program will continue without the landlord bonus, and landlords will list and rent units without receiving extra payments for holding apartments during voucher processing.
