As of July 1, 2025, NYC officially ended the one-time “unit-hold” bonus for landlords who rent to CityFHEPS voucher holders. But thanks to legal action, that decision is temporarily on hold.
What Happened?
On June 28, 2025, the Legal Aid Society and Legal Services NYC sued the city, arguing that ending the incentive would limit voucher-holder housing options and violate city procedures. In response, a New York State Supreme Court judge issued a temporary restraining order, keeping the bonus in place until at least August 6, 2025, when the next hearing is scheduled.

For landlords, this means the incentive is currently still available. For tenants, this could improve access to more housing options while the case is being reviewed in court.
